Directs the Secretary of Transportation to implement a certain highway project in the vicinity of Bethlehem, Pennsylvania, to extend Pennsylvania Route 33 on the Federal-aid primary system in order to provide a four-lane limited access highway connecting specified Interstate routes.
Requires the Secretary to report to the Congress by January 31, 1994, regarding project results.
Authorizes appropriations for FY 1989 through 1992 for such project. Declares that the Federal share of such project cost shall be 100 percent.
