Directs the Secretary of Energy to convey to the State of California by quitclaim deed certain lands in a naval petroleum reserve if California agrees to accept: (1) all existing agreements for the operation and development of the mineral resources of such property; and (2) all restrictions applicable to such property for the purposes for which the reserve is maintained.
Amends the Mineral Leasing Act to provide that money received from naval petroleum reserves shall be treated the same as money received from other public lands.
