Establishes 9:00 p.m., eastern standard time, as the poll closing time for presidential elections.
Allows polling places to close if all eligible voters have voted.
Amends the Uniform Time Act of 1966 to extend daylight saving time in the Pacific time zone in the year of a presidential election to the first Sunday after the date of such election.
