Amends the National Traffic and Motor Vehicle Safety Act of 1966 to direct the Secretary of Transportation to establish Federal motor vehicle safety standards requiring that school buses be equipped with a system of mirrors to provide the driver with a clear, unobstructed view of the ground area in front of the front tires, along both sides, and directly under the front bumper.
Requires the Secretary to report to the Congress on the number of school buses manufactured before April 1, 1977, that are being used as school buses as of the date of the report.
