Amends the Federal criminal code to establish criminal penalties to be imposed upon any person who mails to any individual or group of individuals: (1) any unsolicited sexually oriented advertisement; or (2) any unsolicited obscene, lewd, lascivious, indecent, filthy, or vile article, matter, thing, device, or substance.
Authorizes the Attorney General to commence a civil action to recover a civil penalty for a violation of this Act.
Includes activities relating to the mailing of obscene matter or sexually oriented advertising within the definition of "racketeering activity" under the Racketeer Influenced and Corrupt Organizations Act.
