Directs the Secretary of Veterans Affairs, until September 30, 1992, to conduct a program to provide care and treatment and rehabilitative services in halfway houses, therapeutic communities, psychiatric residential treatment centers, and other community-based treatment facilities to homeless veterans suffering from chronic mental illness disabilities. Requires the Secretary, before providing such care, to approve the quality and effectiveness of the program operated by such facility. Authorizes the Secretary to provide in-kind assistance to a non-Department of Veterans Affairs facility which is furnishing care and services to veterans under these provisions, with certain limitations, including reimbursement to the Department for the full cost of such assistance.
Directs the Secretary to report to the Senate and House Veterans' Affairs Committees on the experience of the Department with regard to the provision of such care and services and continuation of the program.
