A bill to urge negotiations with the Government of France for the recovery and return to the United States of the CSS Alabama.
Preservation of the C.S.S. Alabama Act of 1989 - Expresses the sense of the Congress that: (1) the C.S.S. Alabama (a Confederate warship which was sunk off the coast of France during the Civil War) and her artifacts should be preserved and displayed in Alabama for the benefit of U.S. citizens; and (2) the Secretary of State should enter into negotiations with the Government of France to ensure the recovery and return to the United States of the C.S.S. Alabama.
Requires the Secretary to report periodically to the Congress concerning the status of such negotiations.
