Authorizes the Secretary of the Navy to lease the naval landing ship dock Alamo to the Governmment of Brazil under leasing authority provided in the Arms Export Control Act. Requires lease costs to be charged to the Government of Brazil.
Terminates such leasing authority if such lease is not entered into within two years after enactment of this Act.
Bars the Secretary from exercising the authority granted under this Act unless and until the Brazilian Government has provided written assurances to the Secretary of State that Brazil is in compliance with the United Nations sanctions against Iraq and has discontinued the export to Iraq of all military equipment, materials, and technologies.
