Authorizes and directs the Secretary of the Treasury to pay a specified sum to the heirs, successors, or assigns of a named individual in full satisfaction of all their claims against the United States for the destruction or loss of property arising out of the Japanese attack on Pearl Harbor, Hawaii, on December 7, 1941.
