Civilian Ex-Prisoner of War Health Benefits Act of 1990 - Entitles any person who was forcibly detained, held hostage, or interned, including those detained during World War II, the Korean conflict, the Vietnam conflict, or the Lebanese civil war, to necessary medical care for any injury or disability resulting from the period of internment or hiding.
Directs the Secretary of Labor to establish an advisory committee known as the Former Civilian American Internee Committee.
