Amends the Impoundment Control Act of 1974 to direct the Secretary of the Senate or the Clerk of the House of Representatives, when any general or special appropriation bill or any bill or joint resolution making supplemental, deficiency, or continuing appropriations passes both Houses of the Congress in the same form, to cause the enrolling clerk of the appropriate House to enroll each item of the bill or joint resolution as a separate bill or joint resolution.
Applies this Act to bills and joint resolutions agreed to by the Congress during the two-year period beginning on this Act's enactment date.
