Prohibits the Secretary of Defense from transporting chemical munitions to the Johnston Atoll for storage or demilitarization. Makes such prohibition inapplicable to: (1) chemical munitions withdrawn from the Federal Republic of Germany under a European retrograde program; or (2) any obsolete World War II U.S. chemical munition found in the Pacific theater of operations.
Authorizes the President to suspend such prohibition during a period of war.
