Amends the Federal Deposit Insurance Act to set forth certification procedures by which noninsured national nonmember banks and noninsured State banks shall become insured depository institutions, or shall be denied insurance, upon application to the Federal Deposit Insurance Corporation (FDIC). Authorizes the FDIC Board of Directors to deny insurance to federally chartered banks and Federal Reserve System members.
