Amends the Internal Revenue Code to increase the gas guzzler tax for model years 1986 through 1994 and 1995 or later.
Provides that the term automobile does not include any light truck, utility vehicle, or van sold for use and registered as a commercial vehicle.
Removes the exception from such tax of certain manufacturers which modify automobiles into stretch limousines.
