A bill to require for certain requirements relating to the convention of oil shale mining claims located under the General Mining Law of 1872 to leases, and for other purposes.
Oil Shale Claims Act of 1990 - Directs the Secretary of the Interior to provide notice of the requirements of this Act to each holder of an unpatented oil shale mining claim within 60 days of enactment of this Act.
Sets forth the circumstances under which the holder of a valid oil shale mining claim who has filed a patent application may receive either a full mining patent or one limited to oil shale and associated minerals.
Mandates that certain holders of valid oil shale claims who do not file a notice of election with the Secretary by a certain deadline be deemed to have abandoned their claims.
Sets forth the procedural requirements for claim holders to retain either limited patents or unpatented claims.
Requires claim holders to implement reclamation activities prescribed by the Secretary and to post reclamation bonds.
