A bill to amend the Harmonized Schedule of the United States to exclude certain waste and scrap metals from a provision regarding the return of metal to the United States.

Amends the Harmonized Tariff Schedule of the United States to exclude from their reduced duty rates any waste or scrap of iron, steel, copper, zinc, or aluminum or of alloys of any such metals that are exported from the United States, processed abroad, and reexported to the United States.
