A bill to amend title III of the Energy Policy and Conservation Act to conserve valuable natural resources primarily through energy efficiency, and to clarify the status of materials for energy production under the Public Utilities Regulatory Policy Act and the Federal Power Act.
Used Oil Energy Production Act of 1990 - Amends the Energy Policy and Conservation Act to set forth a deadline by which certain producers or importers of lubricating oil must annually refine, re-refine, or reprocess prescribed percentages of used oil into petroleum products (including fuels).
Directs the Secretary of Energy (the Secretary) to: (1) establish used oil percentages on an annual basis according to a prescribed formula; and (2) promulgate regulations to implement used oil percentage requirements. Sets forth exemptions for specified facilities including facilities where used oil is generated on-site for on-site energy production activities. Directs the Secretary to promulgate regulations establishing requirements for exempt refineries that refine used oil.
Authorizes appropriations.
Requires the Secretary to report to certain congressional committees regarding implementation of this Act.
Amends the Solid Waste Disposal Act to prohibit the listing or identification of used oil as a hazardous waste.
Terminates the authorities under this Act five years from the date of enactment.
