A bill to authorize appropriations for the West North Central highway system serving the West North Central region and for other purposes.

Authorizes appropriations for FY 1992 for the West North Central region highway system. Limits Federal assistance to any construction project under such system to 80 percent of project costs.

Directs the Secretary of Transportation to apportion authorized funds to each State of the West North Central region (Nebraska, Iowa, Minnesota, South Dakota, North Dakota, Missouri, and Kansas) on the basis of its percentage of the total estimated project costs for all such States.

Directs such States to develop and submit to the Secretary a list of the estimated project costs.
