Iraq International Law Compliance Act of 1990 - Sets forth congressional findings with respect to Iraq's human rights record and use of chemical weapons.
Directs the President to enforce against Iraq all laws which impose sanctions against a country that engages in consistent violations of human rights.
Prohibits the extension of financial credits or assistance to Iraq until the President certifies to the Speaker of the House of Representatives and the chairman of the Senate Foreign Relations Committee that Iraq is complying with the Law of Nations, including the United Nations Charter and specified human rights and weapons conventions.
