Title I: Conveyance of Idaho Lands - Directs the Secretary of the Interior to convey certain lands in Idaho to named individuals.
Title II: Central California - Designates specified lands in the Los Padres and the Angeles National Forests, California, as the Sespe, Matilija, San Rafael, Garcia, Chumash, and Ventana Wilderness Areas, which shall be components of the National Wilderness Preservation System.
Authorizes the Secretary of Agriculture to take necessary actions for fire prevention and watershed protection in such areas and for the management of the Sespe Condor Sanctuary.
Authorizes the Secretary of the Interior to issue oil and gas leases for the Sespe Wilderness which prohibit surface occupancy and allow only directional drilling from outside the Wilderness.
Releases all wilderness areas in the Los Padres National Forest from further statewide roadless area review and evaluation for purposes of determining their suitability for inclusion in the System.
Amends the Wild and Scenic Rivers Act to designate segments of the Sespe Creek and the Sisquoc and Big Sur Rivers, California, as components of the National Wild and Scenic Rivers System.
Designates segments of the Piru, Upper Sespe, Matilua, and Lopez Creeks and the Little Sur and Arroyo Seco Rivers, California, as potential additions to the System.
Authorizes the Secretary of Agriculture to offer for exchange to the California-American Water Company certain lands of the Ventana Wilderness and the Los Padres National Forest.
Authorizes the Secretary to construct in the area adjacent to the Chumash Wilderness a trail for off-road vehicles that connects the Long Canyon and Sulphur Springs Trails and the Lockwood Creek and Dry Canyon ffroad Vehicle Trail.
Withdraws specified Federal lands and interests in the California Coastal Zone, Big Sur, from entry or appropriation under U.S. mining laws and from the operation of U.S. mineral leasing laws.
