A bill to amend title 13, United States Code, to remedy the historic undercount of the poor and minorities in the decennial census of population and to otherwise improve the overall accuracy of the population data collected in the decennial census by directing the use of appropriate statistical adjustment procedures, and for other purposes.
Decennial Census Improvement Act of 1989 - Requires the Secretary of Commerce to adjust the population data of the decennial census to correct for any undercounts or overcounts and to report to the appropriate congressional committees on the proposed plan for making such adjustments.
Declares that the use of the "sampling" statistical method shall be governed by this Act.
