A bill to amend the Federal Noxious Weed Act of 1974 and the Food Security Act of 1985 to provide for improved weed and pest management activities, and for other purposes.
Weed Control Act of 1990 - Title I: Federal Noxious Weed Act of 1974 - Amends the Federal Noxious Weed Act of 1974 to direct the Secretary of Agriculture to establish within the Department of Agriculture a Noxious Weed Technical Advisory Group. Includes among the Group's responsibilities: (1) recommendation of noxious weed control strategies; (2) development of noxious weed classification criteria; and (3) approval of plant species for Federal and noxious weed designation.
Establishes a new classification system for noxious weeds.
Prohibits interstate movement of noxious weeds by any means unless a special permit has been issued by the Secretary.
Subjects imported agricultural and vegetable seeds to the provisions of this Act.
Title II: Land Enrolled in the Conservation Reserve Program - Amends the Food Security Act of 1985 to direct the Secretary to develop conservation reserve program (CRP) weed and pest control guides. Subjects new CRP contracts to these guidelines, including fines for guideline violations.
