A bill to amend the Food Security Act of 1985 to improve provisions relating to wetland conservation, and for other purposes.
Swampbuster Improvement Act of 1990 - Amends the Food Security Act of 1985 to exempt a producer on converted wetland from program ineligibility if: (1) production has minimal hydrological and biological wetland effect; or (2) such land has been traditionally cropped and the producer provides for mitigation on an acre-for-acre basis.
Provides for graduated penalties for first-time violators who have made a good faith effort at compliance.
