A bill to direct a study by the Secretary of Agriculture of the classification of anhydrous ammonia as a poisonous gas for purposes of the Hazardous Materials Transportation Act, and for other purposes.

Directs the Secretary of Agriculture to conduct a study of the classification of anhydrous ammonia as a poisonous gas for purposes of the Hazardous Materials Transportation Act.

Prohibits the Secretary of Transportation from implementing the classification of anhydrous ammonia as a poisonous gas for purposes of such Act until the Secretary of Agriculture has submitted his report to the Congress.
