Title I: Red Rock Canyon National Conservation Area - Establishes the Red Rock Canyon National Conservation Area in Nevada, to be administered by the Secretary of the Interior (acting through the Director of the Bureau of Land Management).
Title II: General Provisions - Directs the Secretary to transmit to certain congressional committees a general natural and cultural resources, conservation, and recreation management plan according to prescribed guidelines and which includes a wild horse and burro herd management plan. Authorizes the Secretary to enter into cooperative agreements with governmental and nonprofit entities providing for the management and interpretation of natural and cultural resources in southern Nevada. Reserves to the United States the amount of water needed to implement the purposes of the conservation area. Authorizes appropriations.
