Summer Science Academy Act of 1990 - Directs the National Science Foundation to make grants, contracts, or agreements for at least 20 Summer Science Academies for talented, economically disadvantaged minority students in grades seven through 12 to study mathematics, science, engineering design, and communications.
Authorizes appropriations.
