Directs the Secretary of State to commence negotiations with certain nations which import or export anadromous fish or anadromous fish products to secure a general agreement with them prohibiting international trade in such products unless they are accompanied by a valid Certificate of Legal Origin containing information that they were lawfully harvested.
Requires the Secretary of Commerce to promulgate regulations providing for the issuance of Certificates of Legal Origin. Requires a certification from the Secretary of Commerce to the President whenever the Secretary finds that a nation is unlawfully engaging in the trade of such products.
