A bill to express the sense of the Congress that the Secretary of Agriculture should take certain actions concerning the modification and effects of acreage reduction programs and to require the Secretary to use existing programs to maintain prices for the 1990 crop of wheat resulting from a program modification, and for other purposes.

Expresses the sense of the Congress that if the Secretary of Agriculture modifies an existing agricultural program: (1) the modification should be designed to have a positive or neutral effect on producer income; and (2) the Secretary should explain the modification's impact on production, marketing, and stock levels.

Requires the Secretary to use existing programs to maintain 1990 wheat prices at projected levels.
