Expresses the sense of the Congress that if the Secretary of Agriculture modifies an existing agricultural program: (1) the modification should be designed to have a positive or neutral effect on producer income; and (2) the Secretary should explain the modification's impact on production, marketing, and stock levels.
Requires the Secretary to use existing programs to maintain 1990 wheat prices at projected levels.
