A bill to require the Secretary of the Treasury to mint coins in commemoration of the Bill of Rights.
Bill of Rights Commemorative Coin Act - Directs the Secretary of the Treasury to issue Bill of Rights commemorative coins in the following denominations: (1) five dollar coins; (2) one dollar silver coins; and (3) half dollar clad coins.
Prescribes guidelines for the sale and pricing of such coins and directs the Secretary to ensure that their issuance will not result in any net cost to the United States. Mandates that surcharges be paid into the James Madison Fellowship Program.
