A bill to provide a national program for improving the quality of instruction in the humanities in public and private elementary and secondary schools.
Humanities Excellence and Teacher Training Act of 1990 - Directs the Secretary of Education to make grants in each State to an approved institution of higher education (or consortium of such institutions) to conduct summer humanities training institutes for the professional development of elementary and secondary school teachers.
Authorizes appropriations.
