A bill to clarify the authority of the Small Business Administration to make disaster assistance loans to small businesses in case of disasters determined by the Secretary of Agriculture.

Amends the Small Business Act to authorize the Administrator of the Small Business Administration to make disaster assistance loans to small business concerns within drought disaster areas, without regard to whether such a concern's economic loss is directly related to agricultural production losses.

Imposes a civil penalty for wrongful misapplication of loan proceeds.
