A bill to establish a Bootstrap School Program.
Bootstrap Schools Act - Amends the Elementary and Secondary Education Act of 1965 to establish a Bootstrap School Program for recognition and rewarding of public and private elementary and secondary schools that have made substantial progress in: (1) raising student educational achievement; (2) creating a safe and drug-free school environment; and (3) reducing the dropout rate.
Authorizes appropriations for FY 1991 through 1993 for such program.
Provides for the award of Presidential Certificates of Merit to Bootstrap Schools.
