A bill to amend the Federal Election Campaign Act to exclude from the definition of "independent expenditures" those expenditures that are not truly independent of the legislative process.

Amends the Federal Election Campaign Act of 1971 to revise the definition of "independent expenditure" to exclude expenditures during congressional elections by a political committee affiliated with an organization that lobbies Congress. Deems such an expenditure to be a contribution subject to the limitations of that Act.
