A bill to establish a Gifted and Talented Program for certain Pacific Islanders.
Pacific Island Gifted and Talented Program Act of 1989 - Amends the Higher Education Act of 1965 to direct the Secretary of Education to make grants to or contracts with the Governments of American Samoa and Guam to establish a Gifted and Talented Program on each of those islands, including: (1) projects to address the special needs of elementary and secondary students; (2) scholarship or fellowship assistance to undergraduate and graduate students; and (3) faculty development programs.
Authorizes appropriations for FY 1990 through 1993.
