Directs the Administrator of the Environmental Protection Agency to issue regulations for a program to encourage the removal from use and the marketplace of motor vehicles manufactured prior to model year 1980.
Permits motor vehicle dealers who receive such a vehicle as a trade-in on a new vehicle to remove it from use and the marketplace. Provides that the manufacturer of the new vehicle shall receive a corporate average fuel economy credit upon certification by the dealer to the Administrator that the old vehicle has been destroyed.
Prescribes civil penalties for violations of regulations promulgated under this Act. Terminates the provision of credits after 1993.
