Amends the Ethics in Government Act of 1978, as amended by the Ethics Reform Act of 1989, to prohibit Senate Members, officers, and employees from accepting honoraria effective January 1, 1991.
Allows donations of honoraria on behalf of Members, officers, or employees to charitable organizations.
