A bill to authorize the Secretary of the Interior to construct, operate, and maintain the Lake Andes-Wagner Unit and the Marty II Unit, South Dakota Pumping Division, Pick-Sloan Missouri Basin Program, South Dakota.

Authorizes the Secretary of the Interior to construct, operate, and maintain the Lake Andes-Wagner Unit and the Marty II Unit, South Dakota, as units of the South Dakota Pumping Division, Pick-Sloan Missouri Basin Program. Requires the Marty II Unit to serve Indian lands in the Yankton Sioux Indian Reservation and prohibits construction until completion of an environmental impact statement. Approves the proposal pursuant to which South Dakota and the Lake Andes-Wagner Irrigation District would provide funding for certain costs of the Lake Andes-Wagner Unit. Authorizes appropriations for such facilities.
