A bill to provide a permanent endowment for the Eisenhower Exchange Fellowship Program.
Eisenhower Exchange Fellowship Act of 1990 - Provides for a permanent endowment for the Eisenhower Exchange Fellowship Program.
Establishes the Eisenhower Exchange Fellowship Program Trust Fund in the Treasury. Provides for expenditures from and audit of such Trust Fund.
Authorizes appropriations.
Requires that at least half of the annual income on such endowment be available only to assist U.S. fellows in traveling to and studying in emerging European democracies.
Requires that not more than half of such income be available to assist foreign fellows in traveling to and studying the United States.
Requires that a portion of such income be used to provide fellowships for agricultural exchange programs for farmers from the United States and foreign countries.
Requires that at least ten percent of such income which is for U.S. fellowship programs be available only for participation by U.S. minority individuals.
Requires Eisenhower Exchange Fellowships, Inc., (EEFI) to report on its operations to the President and the Congress for any fiscal year in which it receives funds under this Act.
Directs the U.S. Information Agency to continue to implement its au pair programs until such programs are implemented by another Federal agency.
Fascell Fellowship Amendments Act of 1990 - Amends the Fascell Fellowship Act to revise the Fascell Fellowship Program to provide for fellowships and posting of fellows abroad for studies in international affairs or foreign languages. (Currently the program is limited to Soviet or Eastern European area studies or languages.)
