Treats as "overseas service" the service of military personnel at a permanent duty station in Alaska or Hawaii for the purpose of determining their eligibility to receive certain educational travel and transportation benefits for their dependent children.
Disallows such benefit for a child attending a school in the State of such permanent duty station.
