A bill to provide for the temporary employment of former Federal employees at the Federal Emergency Management Agency during declared emergencies, and for other purposes.

Provides for the temporary reemployment of annuitants and former Federal employees with the Federal Emergency Management Agency for emergency disaster relief. Requires that hiring preference to be given to residents of the emergency area.

Exempts such individuals from a reduction in retirement pay or annuity benefits while helping to provide emergency assistance.
