National Recyclable Commodities Financing Act of 1989 - Amends the Internal Revenue Code to allow the issuance of tax-exempt facility bonds for qualified recycling facilities. Exempts such government-owned facilities from a volume cap.
Allows an investment tax credit for certain remanufacturing equipment.
