Requires the Sergeant at Arms and Doorkeeper of the Senate and the House Commission on Congressional Mailing Standards to send: (1) to each Member of Congress a quarterly statement of the cost of postage, paper, and other operating expenses incurred as a result of mass mailings processed for such Member; and (2) a compilation of all such statements to the Senate and House Committees on Rules and Administration.
Prohibits franked mass mailings for a Member whose postage expenses have exhausted appropriated funds.
