Summary

Amends the Drug-Free Schools and Communities Act of 1986 to authorize the Secretary of Education to award grants to local education agencies, in consortia with entities which meet specified requirements, to provide drug abuse resistance education to students in kindergarten through grade six.

Authorizes appropriations for FY 1990 through 1993.
