A bill to strengthen the authority of the Director of National Drug Control Policy to improve and revise budget requests of National Drug Control Program agencies.

Amends the Anti-Drug Abuse Act of 1988 to require the Director of National Drug Control Policy to approve or revise budget requests in consultation with the appropriate program manager and agency or department head.

Authorizes the head of any National Drug Control Program agency to appeal to the President any decision of the Director on budget, reprogramming, or transfer matters related to such agency.
