A bill to amend the Public Health Service Act to improve the health of individuals who are members of minority groups and who are from disadvantaged backgrounds, and for other purposes.
Disadvantaged Minority Health Improvement Act of 1989 - Title I: Health Promotion and Disease Prevention for Minorities - Subtitle A: Programs for Minorities Generally - Amends the Public Health Service Act (PHSA) to direct the Secretary of Health and Human Services to establish in the Office of the Assistant Secretary for Health an Office of Minority Health and to appoint a Deputy Assistant Secretary of Minority Health to serve as Director of the Office. Sets forth the functions of the Office with respect to individuals from disadvantaged backgrounds, including members of minority groups.
Authorizes the Secretary, through the Director, to make grants and enter into contracts for research, training, education, epidemiological studies, and data collection with respect to the prevention and control of diseases prevalent among such groups. Authorizes appropriations for the Office and such grants for FY 1991 through 1993.
Directs the Secretary, with respect to the health concerns of individuals from disadvantaged backgrounds, including racial and ethnic minorities, to administer specified provisions of the PHSA in cooperation with specified types of individuals, agencies, and organizations, including minority organizations.
Directs the Secretary to make grants or enter into contracts for new and innovative programs in health information and health promotion, preventive health services, and education in the appropriate use of health care, specifically targeted at individuals from disadvantaged backgrounds. Authorizes appropriations for FY 1991 through 1994.
Subtitle B: Programs for American Samoa - Amends the PHSA to direct the Secretary to provide grants or enter into contracts for health promotion and disease prevention services in the State of Hawaii and for American Samoans living in the continental United States. Authorizes appropriations for FY 1991 through 1994.
Title II: Disadvantaged Minorities in Health Professions - Subtitle A: Health Professions Generally - Amends the PHSA to require that the Federal capital contribution and the school contribution to a student loan fund under existing provisions be used only for making loans to individuals from disadvantaged backgrounds. Requires repayments of such loans to be used only for such purposes. Authorizes appropriations for FY 1991 through 1993. Directs the Secretary to use at least 50 percent of amounts appropriated through schools at which individuals from disadvantaged backgrounds constitute at least 25 percent of the enrollment.
Authorizes the Secretary to make grants to health professions schools for scholarships to full-time students from disadvantaged backgrounds. Allows funds to be used for tuition, other education expenses, and a specified maximum stipend. Mandates that the Secretary increase the limit on stipends proportionate to increases in pay under the General Schedule. Authorizes appropriations for FY 1991 through 1993. Directs the Secretary to make at least 50 percent of amounts appropriated available through schools at which individuals from disadvantaged backgrounds constitute at least 25 percent of the enrollment.
Directs the Secretary to establish a loan repayment program to assure an adequate supply of health professionals from disadvantaged backgrounds. Conditions loan repayment by the Secretary on the recipient student agreeing to accept appointment as full-time faculty in certain schools for at least two years. Allows repayment of tuition, educational expenses, and living expenses. Sets a maximum limit on the amount the Secretary may repay for each year of service as a faculty member agreed to by the recipient. Limits aggregate payments for an individual. Allows the Secretary to pay any increased Federal, State, or local income tax liability of the recipient which results from the loan repayment. Provides for hardship waiver or suspension of the service obligation by the Secretary. Limits bankruptcy discharge of any debt that is a loan insured under these provisions. Authorizes appropriations for FY 1991 through 1993.
Subtitle B: Nursing - Authorizes the Secretary to make grants to schools of nursing at which individuals from disadvantaged backgrounds constitute at least 25 percent of the enrollment for scholarships for such individuals. Allows funds to be used for tuition, educational expenses, and living expenses. Authorizes appropriations for FY 1991 through 1993.
Directs the Secretary to establish a loan repayment program for individuals from disadvantaged backgrounds in the final year of study in a nursing school at which individuals from disadvantaged backgrounds constitute at least 25 percent of the enrollment. Conditions loan repayment by the Secretary on the recipient student agreeing to accept appointment as full-time faculty in such a nursing school for at least two years. Allows repayment of tuition, educational expenses, and living expenses. Sets a maximum repayment per individual per year and an aggregate maximum per individual. Allows the Secretary to pay any increased Federal, State, or local income tax liability which results from the loan repayment. Allows waiver or suspension of the service obligation by the Secretary for hardship. Limits bankruptcy discharge of any debt that is a loan insured under these provisions. Authorizes appropriations for FY 1991 through 1993.
Title III: Coordination of Federal Expenditures for Health Programs of Trust Territories of the Pacific Islands - Directs the Secretary to establish the Pacific Basin Health Services Council to monitor the need for health services and health professions development in the Pacific Basin and to establish priorities for the expenditure of public health funds in the Pacific Basin. Defines Pacific Basin to mean the Federated States of Micronesia, the Republic of Palau, the Republic of the Marshall Islands, the Commonwealth of the Northern Mariana Islands, Guam, and American Samoa.
Requires the Council to give first priority in expending funds authorized in this title to continuing the Pacific Basin medical officer training program in effect on March 1, 1989, on Pohnpei. Sets forth permissable uses of the funds and authorizes the Council to enter into contracts with educational and service delivery institutions. Requires an annual report to the appropriate committees of the Congress. Authorizes appropriations for FY 1991 through 1993.
Title IV: Improving the Health of Mothers and Their Babies - Directs the Secretary to establish a program to make grants to States who establish procedures to coordinate assistance provided through Federal and State prenatal care programs. Requires coordination of assistance under specified provisions of the Child Nutrition Act of 1966, the Social Security Act, the Food Stamp Act of 1977, the Public Health Service Act, and other Federal or State programs targeted at reducing infant mortality. Authorizes appropriations for FY 1990 through 1992.
