Authorizes the Secretary of the Interior to transfer to the Elephant Butte Irrigation District, New Mexico, title to certain rights-of-way acquired by the United States on behalf of the Rio Grande project that are used solely for serving such District lands and that the Secretary determines are necessary to enable the District to carry out operation and maintenance with respect to the portion of the project to be transferred.
Authorizes the transfer of the title to such rights-of-way located in New Mexico that are used for jointly serving the District and El Paso County Water Improvement District No. 1, to the Irrigation District upon agreement by the Secretary and both districts.
