A bill to require Federal vehicles in certain areas to use fuels composed of at least 3 percent oxygen by weight.

Requires gasoline powered vehicles owned or leased by the United States and operated in an area designated under the Clean Air Act as a nonattainment area for carbon monoxide to be supplied with fuel composed of at least three percent oxygen by weight, with exceptions.
