Amends the Impoundment Control Act of 1974 to effect any rescission of budget authority the President proposes unless the Congress adopts a joint resolution disapproving all or part of the rescission within 45 days after the President's message containing the proposal.
Repeals provisions that prohibit funds made available for obligation by congressional veto from inclusion in subsequent rescission proposals.
