A bill to amend Title IV of the Social Security Act to require a drug test for certain applicants and individuals requesting or receiving aid to families with dependent children; and for other purposes.

Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act to require States to: (1) test each AFDC applicant who is a parent or caretaker of a dependent child for illegal drug use; (2) subject AFDC recipients to random drug testing; and (3) condition AFDC eligibility on the participation by those who test positive for illegal drug use in a State-approved drug treatment program. Excludes an individual who refuses to submit to such testing or participate in a State-approved drug treatment program from consideration in AFDC need determinations regarding such individual's family.
