Urges the Secretary of State to initiate negotiations with the Government of Poland to establish an international board of U.S. and Polish representatives with authority to issue $150,000,000 per year of bonds, the proceeds of which would be deposited into a fund to develop the Polish economy into a market economy and to provide capital for private sector investment in Poland.
Authorizes the Secretary to make a grant to such board to provide funding necessary to enable it to purchase, at market rates, obligations issued by the United States, subject to specified conditions.
Authorizes appropriations.
